The purpose of this item is to separate first time job seekers from persons who worked sometime in the past but are now unemployed. As the subsequent columns will be used to record the details of last employment, this last employment will mean having more or less regular work at least for some time. Thus among the unemployed, those who had more or less regular work at least for sometime in the past will be given code 1 in column (3).
