If neither the originally selected household nor a substitute household is surveyed, i.e. if the sample household is a casualty, code '3' will be recorded. In case of casualty, only the blocks 0 to 4 are to be filled in and the word 'CASUALTY' is to be written in block capitals on the top of the front page of the schedule.
