A new construction will be considered as 'completed' if it is considered by its owner as completed and ready for its first occupation. Issuing of 'completion certificate' from any authority will not be a pre-requisite for the building to be considered as 'completed'. In the case of addition, alteration and improvement, a construction will be considered as 'completed' if the owner feels so.
