The repository of the ICSSR Data Service is developed based on participatory approach. As such, while the unit-level data in the repository would come from the Ministry of Statistics and Programme Implementation (MoSPI), as well as from other Ministries, Government Departments and organizations. It is expected that the students, researchers and faculty would also contribute their research data into the repository and contribute to the cause of open data. Besides, individuals and organizations are also welcomed to contribute secondary data driven from unit-level NSS and ASI data and make them available for the benefit of other researchers. Major stakeholders of the ICSSR Data Service are:

• Ministry of Statistics and Programme Implementation (MoSPI), and National Sample Survey Organization;
• Indian Council of Social Science Research (ICSSR) and 27 organizations under its purview;
• Other ministries, Govt. Departments, and policymakers as users as well as contributors to the ICSSR Data Service;
• Students, researchers and faculty as users as well as contributors to the ICSSR Data Service;
• Working professionalsand NGOs as users of ICSSR Data Service as well as contributors to the ICSSR Data Service; and
• Universities and colleges as organizations that use ICSSR Data Service and define policies on data generation and its delivery.
